Rules and Regulations
I. INTRODUCTION
The School Library is an integral part of education. It is a place to learn, think, to use materials and absorb and synthesize their contents.
Educators are aware that learning is accelerated and broadened by the use of varied multi-sensory devices and materials. The libraries have become increasingly important in teaching, for they supply enrichment materials in all areas and provide pertinent resources in all levels of learning difficulty. They store books, pictures, pamphlets, globes, maps, toys, CD’s, and other prints as well as non-print collections make them a veritable goldmine to every teacher and pupil.
Student who is surrounded with all kinds of learning resources reaches out well beyond the classroom routine. He becomes involved in learning under the most productive system of all, for his learning is self-directed. He also learns how to locate, organize, and use of information that will expand his horizons and raise his self-expectations.
The main purpose of the School Library is to provide service to the faculty, students, and administrators in accessing information, developing the research strategies and utilizing media while the Electronic Library (E-Library) is to provide them access to the INTERNET, CD-ROM, and E-MAIL facilities and resources as supplement to the information resources and services available in the conventional library.
II. GENERAL INFORMATION

Monday to Friday : 8:00 A.M. – 5:00 P.M.
C. Section and Services
1. Circulation Section – is the place where books are borrowed and returned. Books and other library materials are first recorded in this section before they are brought out.
2. Control Desk – serves as a checkpoint. Readers and users of the library should voluntary present personal belongings and other materials to the librarian before leaving.
3. Reference and Information Section – assists the users in using the library resources and facilities, e.g. searching through the computer library databases and / or printed catalog. Contained in this section are extensive reference materials such as encyclopedias, dictionaries, yearbooks, atlases, etc.
4. Periodical Section – supplements the book collections. It contains magazines, journals and other forms of serial publications available locally and abroad through subscriptions. Copies of daily newspaper are also available. Articles from various periodicals that are relevant and with research value are indexed.
5. Information File – is a collection of pamphlets, clippings, etc. dealing with subjects on current interests. For easy access of resources, an alphabetical listing of subject headings is provided.
6. Filipiniana Section – contains books about Philippine culture, literature, history, etc. written by Filipino or foreign authors published in the Philippines abroad.
7. Map and Chat section – contains collections of maps and chats that are systematically and alphabetically arranged for easy location.
III. E-LIBRARY USERS/RESEARCHERS
A. In-Campus Researchers
1. All bonafide students
2. Faculty members (Teaching staff)
3. Administrators
4. Non-teaching staff
B. Off-Campus Researchers
1. Alumni of the school with valid library permission by the School Librarian
2. Students, faculty members, other researchers from other school/institution/organization with proper identification and referral letter coming from the librarian/immediate superior of the institution/organization where they come from.
IV. REQUIREMENTS FOR ENTERING, USING AND LEAVING THE E-LIBRARY
1. Only those bonafide library users/researchers will be allowed to enter and use the library materials.
For the off-campus researchers, they should first complete the needed requirements applicable to them before they are accepted to use the library resources and facilities.
2. Bags and containers should be placed on the baggage counter.
3. Library users/researchers are advised to bring only important materials for research and study (books, papers, pens, etc.) and their valuables.
4. The E-Library Library will not be responsible for any loss of valuables.
5. Use the E-Library’s resources and facilities with utmost care.
6. In order to prevent theft of library materials inspection of books borrowed, folders and envelopes is a routine procedure upon leaving the library.
V. VALUES AND POSITIVE ATMOSPHERE IN THE E-LIBRARY
Users/Researchers are expected to observe the E-Library’s rules and regulations as well as its governing policies. The library is not only responsible for the development of the user’s cognitive and psychomotor domains, but also the importance of affective domain is taken into consideration.
So it only implies that proper norms and values applicable and tested by the Filipino tradition & custom and ideological, philosophical & religious principles & beliefs are evident in the library’s set-up. What is normally “positive attitudes and virtues” should be exemplified not only in the quadrangle or school classes but also in the College Library.
Courtesy and discipline to the E-Library’s materials and manpower should be given emphasis, in accordance to the set standards of the Novaliches High School as a whole.
VI. SPECIFIC GUIDING RULES AND REGULATIONS
1. Silence must be maintained at all times. All users are expected to be quiet and concentrate on their own research and study.
2. Everyone must exemplify proper behavior and conduct at all times. Anyone causing disturbances will be given verbal notices/warnings and if not followed, will be asked to leave the library.
3. Making intolerable noise, eating, drinking, smoking, sleeping and the likes are strictly prohibited.
4. Communication devices such as beepers, pagers, cellular phones, etc. should be turned on a SILENT mode before entering the library.
5. Cleanliness and orderliness should be observed at all times.
6. Library will not allow any form of seat reservations. The library staff will remove anything what is left in the reading tables to make room for the other users.
7. Proper care should be given in handling the library materials.
8. All borrowers are instructed to return the materials and facilities to their proper places after use.
9. No library material are to be taken out unless prior permission coming from the librarian or the Circulation officer.
10. Passing on library cards or borrowed library materials is strictly prohibited.
11. Intentional mutilation and damaging of any library material and property will be dealt with proper administrative disciplinary measures.
12. Faculty member planning to do tutoring and consultation inside the library should first notify the Librarian. The latter will give the GO signal if the tutoring/consultation will not affect the silence and privileges of any library user.
13. Only the authorized library personnel have the access to enter the library office and the computer area (and other prohibited library premises). Permission, from the library authorities, should be given to those people who wish to enter the said areas provided that they will state a valid and acceptable reason why they have to enter the said premises.
14. Violation of the library rules and regulations may lead to corresponding disciplinary measures and sanctions from the Authority.
VII. GUIDELINES ON THE USE OF ELECTRONIC EQUIPMENT (Computers, CD-ROM’s and other multimedia project)

B. Policies and Procedures
1. The first come, first serve policy is followed.
2. User must check the assigned workstation before accessing it. Report any mark or damage on assigned computer station to the librarian. Otherwise, damages to the equipment and materials will be replaced or repaired by the expense of the User concerned.
3. User must not change, delete or change any of the settings, programs and icons of the computer without the knowledge of the librarian or supervision of librarian
4. User must work on their assigned computer workstation for the duration of their research, and should refrain from standing and changing workstation.
5. Accessing any indecent or immoral information or files in graphical, text, sound, video or other format is prohibited.
6. Users must log-off or close any open programs properly before leaving the workstation.
7. Only one (1) user will be allowed per computer for 20 minutes each and can extend for another 20 minutes provided nobody is going to use it.
8. Using any unauthorized compact disc (CD) or diskette and playing games and/or chatting online is prohibited.
9. The E-Library is not responsible for any loss of personal belongings.
10. No smoking, drinking, eating, including candies and chewing gum.
A student caught violating any law of the above items will be immediately be escorted out of the Library room and may be denied access to the facilities and subject to a possible disciplinary action.
Acceptable Use Policy
1. Novaliches High School E-Library recognizes the school need for some, if not all of
its students, faculty and staff to have access to the Internet while on the job, using
school computers. As such, Novaliches High School E-Library has made the school
decision to make the Internet avail-able to employees for school purposes.
2. Novaliches High School E-Library intends for the Internet to be accessed for school
and expects that students, faculty, and staff will spend no more than 15 minutes per day
accessing the Internet for non-business purposes.
3. Novaliches High School E-Library specifically prohibits its students, faculty, and staff
from accessing the following types of sites using school computers:
its students, faculty and staff to have access to the Internet while on the job, using
school computers. As such, Novaliches High School E-Library has made the school
decision to make the Internet avail-able to employees for school purposes.
2. Novaliches High School E-Library intends for the Internet to be accessed for school
and expects that students, faculty, and staff will spend no more than 15 minutes per day
accessing the Internet for non-business purposes.
3. Novaliches High School E-Library specifically prohibits its students, faculty, and staff
from accessing the following types of sites using school computers:
a. Gaming sites
b. Social Networking sites
c. Peer to peer sites
d. Proxy sites
e. Gambling Sites
f. Auction Sites
g. Hate Sites
h. Pornographic sites
i. Any site engaging in or encouraging illegal activivities
4. The school reserves the right to use monitoring software to make sure the school’s
Acceptable Use Policy is being adhered to by its students, faculty, and staff. The school
may record and/or monitor one or more students, faculty, and staffs' computer and
Internet activity for any reason and without any specific notice.
5. By reading the AUP and using this e-Library:
a. You agree that you have had the opportunity to review this agreement and ask any
questions regarding this document.
b. You agree to adhere to the company’s Acceptable Use Policy.
c. You agree that you will be subject to disciplinary measures, including possible
termination, if you violate the AUP.
