Conversion of School Libraries into Electronic
Libraries on the E-Library Project of the
Division of Quezon City
School Year 2002 – 2003

General Description

1.0             The school libraries in the electronic environment are libraries with a collection of materials in various formats (print, multimedia, and digital) and with services that make use of information and communication technologies (ICT) in accessing, processing and delivering information. It has an automated library system, an on-line public access system (OPAC), an internet station and a CD-ROM station.

E-libraries will help provide the pupils/students and teachers with unlimited, easy and fast access to information on various subject matter and will serve any of the following:

Ø  a focal point where all library catalogue will be accessible from one site
Ø  a center for electronic document delivery service
Ø  link to other data bases outside the country including magazines and e-books via the internet
Ø  a center for delivery of distance learning package for teachers
Ø  news/updates regarding new publications and on-line reports
Ø  a way to learn, to study, to participate in competitions and to conduct research in interactive situations

2.0             Objectives

2.1             Give Quezon City school libraries a competitive edge as learning resource centers and support systems in improving instruction in English, Science, Math and Makabayan.
2.2             Provide pupils, students, and teachers, unlimited, easy and fast access to information on various subjects via the internet and the use of CD-ROMs.
2.3             Improve school librarian’s services as managers of information
2.4             Help marginalized pupils/students enjoy the benefits of E-libraries
2.5             Encourage joint efforts in improving efficiency and effectiveness of school libraries especially after the pilot year.

3.0             Target Clients/Pilot Schools

Eleven (11) pilot schools with a total school population of __________ will have their school libraries converted into E-libraries. The piloted schools are eight (8) high schools and three (3) elementary schools distributed in the four congressional districts of Quezon City.

These schools listed below are considered Batch I of the E-Library project:

            CD I    –            1. Judge Juan Luna High School
                                    2. E. Rodriguez Jr. High School
                                    3. Esteban Abada Elementary School

            CD II  –             4. Lagro High School
`                                   5. Novaliches High School
                                    6. Rosa Susano Elementary School
            CD III –            7. Quirino High School
                                    8. Juan Sumulong High School
            CD IV  –           9. Aurora A. Quezon Elementary School
                                  10. Don Alejandro Roces Sr. Sci-Tech. High School
                                  11. Ramon Magsaysay (Cubao) High School

·        If any of the above schools is not ready, the IT equipment and materials purchased by the School Board specified in this project will be transferred to a school in Batch II that is ready for E-Library conversion.

4.0             Terms of Reference

4.1             The school heads of the beneficiary schools shall take charge of the infrastructure development necessary to provide the ambience and other equipment for libraries in the electronic environment.
4.2             The school heads and most especially the library staff in the beneficiary schools shall have received the necessary orientation and training on the requirements and technical support system for E-libraries.
4.3             The school heads and chief librarian of beneficiary schools shall receive the following equipment and e-library services:

·        Computers – 5 PC’s, 1st delivery & additional PCs for 2nd delivery
·        One printer, scanner and CD Writer
·        Installation of a powerful automation system (ATHENA or WINISIS)
·        Internet connectivity of at least 5 PC’s via PLDT/DSL
·        Other IT Materials for maintenance
·        Installation of a dedicated telephone line
4.4             Payment and maintenance of e-library services shall be for 12 months from effectivity of this project
4.5             One additional school librarian shall be hired per pilot school on contractual basis to help maximize library services for the reading clients
4.6             The chief librarian shall have custody of the equipment (hardware and software) for the e-library and report whatever deficiency the equipment has to special technicians from service providers during the project implementation
4.7             The school heads and participating school librarians shall participate in major activities like the Division launch for E-libraries, School-Community Launch for the other E-Libraries, reading competitions and other milestone activities involving E-libraries
4.8             The school heads and participating library staff and teachers shall involve in creative resourcing and networking with the business sectors and PTCA’s to maintain the E-library/s financial requirement
